Make sure you have the correct number of ribs on the belt vs the pulley. I was in this same situation a year or so ago trying to get the PS belt on. I verified part numbers, I verified it matched the old belt, I was prying the S out of the PS pump. It wasn't until I realized I had installed an NA crank pulley that had 1 less rib on it. It was just enough to not roll on the belt. Pretty lame but it's something to look at.
